Armenia Rejects Azerbaijani Preconditions for Signing Peace Deal

Yerevan says Baku’s demand for constitutional changes tied to Nagorno-Karabakh is blocking the move from a paraphed text to a signed treaty.

Overview

  • Foreign Minister Ararat Mirzoyan said Armenia does not accept some of Azerbaijan’s preconditions for finalizing the agreement.
  • Baku insists Armenia amend its constitution over language linked to reunification with Nagorno-Karabakh, and President Ilham Aliyev has said peace is possible if the changes are made.
  • Armenia maintains the peace text was paraphed in March and says it is ready to sign without new conditions.
  • A Washington meeting in early August with President Trump and President Aliyev produced a declaration confirming the paraphed text and signaled cooperation on a corridor linking Azerbaijan to Nakhchivan through Armenia, dubbed the Trump Route.
  • Armenia’s Constitutional Court in 2024 flagged parts of the 1990 Declaration of Independence as risking constitutional dualism, after Prime Minister Nikol Pashinyan had called for a new constitution to avoid future conflict.
