Arizona Interscholastic Association Bans Most In-Season Out-of-State Transfers for One Year

The swift move targets a wave of California players arriving after a recruiting scandal at Bishop Montgomery.

  • The AIA Executive Board approved an emergency bylaw on Sept. 19 that makes in-season out-of-state transfers ineligible for team sports for one year, effective immediately.
  • Military transfers are exempt, and schools may seek hardship appeals for bona fide family relocations such as job moves.
  • The action follows several California players moving to Arizona, including four from Bishop Montgomery who enrolled at Mesa after a CIF investigation into a transfer-for-money scheme.
  • Those four Mesa enrollees from Sept. 15 are not retroactively affected and must clear district residency checks, complete heat acclimatization and satisfy the in-state 50% sit requirement, with eligibility expected in Week 6 on Oct. 3.
  • The board also determined that students expelled, suspended or ruled ineligible by another school or state association are ineligible to compete in Arizona.
