  • The pediatric emergency law mandates immediate salary recomposition for health workers including residents, exempts critical shifts from the Ganancias tax, and orders the Health Ministry to reassign or augment resources.
  • The university law reopens collective bargaining, increases operating funds and scholarships, and creates a 10,000 million peso fund, though execution remains constrained by the lack of a new national budget.
