Argentina Sets Zero Tariff on Editorial Paper, Overhauls Import Registry

The change streamlines a digital RISE process that takes effect once ARCA issues implementing rules.

Overview

  • The Ministry of Economy published Resolution 11/2026 in the Boletín Oficial, setting a 0% import duty for paper used to print books, newspapers, periodicals and material of general interest.
  • Full operation is pending complementary regulations from the customs revenue agency ARCA, which has up to 30 days to issue them.
  • The editorial import registry RISE is moved to the Dirección de Importaciones with authority to register beneficiaries and perform ex post controls using customs data.
  • Applicants must file a one‑time sworn registration via the TAD system, with decisions due in 10 business days and automatic validation through VUCEA/SIM at customs.
  • Existing registrants have 90 calendar days to adapt under transitional continuity, as multiple legacy resolutions from 1992–2021 are repealed.
