Argentina Sets Oct. 8 Bid Opening for 741-Km Mercosur Road Concession

The first toll-based award will test Milei’s plan to shift road funding to private operators backed by a BICE guarantee.

Overview

  • Economy Minister Luis Caputo confirmed the Oct. 8 opening of envelopes to review offers for Stage 1 of the Red Federal de Concesiones.
  • Stage 1 comprises the Tramo Oriental and Tramo Conexión across RN 12, 14, 135, A‑015, 117 and 174, totaling 741 kilometers.
  • The concession model excludes state subsidies, requiring investments, operations and maintenance to be financed through tolls and complementary services.
  • BICE will offer the winning bidder a fiduciary guarantee and funding line of up to ARS 56,000 million or 70% of the investment at UVA+2% with up to six years to repay and one year of grace.
  • The corridor has been state‑managed since April after the prior contract expired, and reports indicate the new operator could assume control late 2025 or early 2026.
