Overview

• Decrees 627/2025 and 628/2025, published in the Boletín Oficial, reinstate norms altered by DNU/delegated decrees 340/25, 345/25, 351/25, 461/25 and 462/25.
• The move reverses dissolutions, fusions and transformations at bodies including Vialidad Nacional (DNV), the ANSV, INTA, INTI, the BNDG, the INV and cultural institutes, and restores ARICCAME.
• The Marina Mercante regime created by DNU 340/25 is rolled back, after courts had already invalidated its articles restricting strike rights and imposing minimum service levels.
• Ministries were ordered to implement the restitutions, with temporary administrative and financial support from the Cabinet Office, the Presidency’s General Secretariat and the Economy Ministry.
• State worker unions welcomed the restorations as a return of autonomy and jobs, while ongoing court cases and political disputes over the broader restructuring agenda remain active.
