Argentina Restores Grain Export Levies After Cap Is Reached and Sets Strict 0% Rules for Meat

The tax break ended after roughly three days when exporters registered US$7 billion in sales.

Overview

  • ARCA confirmed the US$7 billion registration cap under Decree 682/2025 was fully used, ending the temporary zero-duty regime for grains and oilseeds.
  • New export declarations must now pay the previously applicable rates, with soybeans returning to 26.5% for beans and 24.5% for byproducts, according to the reported schedules.
  • Separately, ARCA implemented Decree 685/25 with Resolution General 5761/2025, setting export duties at 0% for beef and poultry through October 31, effective upon publication.
  • To access the 0% meat rate, exporters must declare in the Malvina system that at least 90% of foreign currency will be repatriated within three business days and file a sworn statement in SITA, including permitted use of external pre- and post-financing.
  • Noncompliance triggers electronic notice, a 48-hour window to regularize or pay the prior duty, and suspension of the benefit until the issue is resolved.
