- The government published Decree 427/2026 in the Boletín Oficial on Friday, June 5, 2026, formalizing a new scheme that shifts many procurement and spending authorizations from ministers to secretaries, subsecretaries and directors.
- Under the new thresholds set in módulos, subsecretaries may authorize convocatorias and approve pliegos up to 50,000 M, subsecretaries can adjudicate up to 15,000 M while secretaries can adjudicate up to 50,000 M, and ministers or the Chief of Cabinet intervene above those limits.
- The decree also updates spending‑authorization scales in the Law of Financial Administration so that, for example, simple directors can approve up to 1,000 M, national directors up to 3,000 M, subsecretaries 15,000 M and secretaries 50,000 M.
