Argentina Reshapes Intelligence by Decree, Elevating SIDE and Expanding Powers

Overview

  • The emergency decree revises Law 25.520 and takes immediate effect, redefining intelligence activities as covert to reduce what the text calls national strategic risk.
  • SIDE is confirmed as the system’s lead authority with control over budgets, including reserved funds, and new capacity to request information from national, provincial and city agencies.
  • The overhaul converts the Agency of Security into the National Counterintelligence Agency, transforms the Federal Cybersecurity Agency into the Federal Cyberintelligence Agency, and creates a National Cybersecurity Center under the Cabinet Chief’s office.
  • Intelligence personnel are authorized to apprehend individuals in cases of flagrante delicto or by judicial order, with immediate notification to security forces, and to protect facilities and repel aggression.
  • The DNIEM is dissolved with strategic military intelligence concentrated in the Joint Chiefs, two permanent coordination communities are established for information sharing, and an Inspectorate General of Intelligence strengthens internal audits and legal-budgetary controls.
