Overview
- Resolution 831/2026 was published in the Boletín Oficial on Thursday, September 10, and is now in force with a phased timetable for shifting from paper to digital records.
- Key deadlines require no new paper Libretas after December 31, 2026, mandatory microchip identification for moved equids from March 1, 2027, paper books valid only until December 31, 2027, and only digital LSED or a digitized passport accepted from January 1, 2028.
- The rule specifies how microchips must be implanted (middle third of the left neck), mandates registration of chip numbers in SIGSA, and allows registration via homologated apps, self-service with fiscal key, or in SENASA offices.
- SENASA can block or suspend movements using the digital Libreta Sanitaria Equina (LSED), requires the DT-e to remain for certain export, quarantine and AIE-zone transfers, and sets fines for failures to identify, register or report changes such as sales, thefts or deaths.
- The measure builds on prior local and limited registries and was prompted by recent equine health events; owners shoulder implantation and reporting costs while software providers must be homologated to ensure secure interoperability with SIGSA.
