Argentina Reinstates Transport Regulators as New Road-Safety Chief Quits Within Hours

The move follows congressional rejection of delegated decrees that sought to dissolve the agencies.

Overview

  • Decrees 638–641/2025 published in the Boletín Oficial restored leadership across JST, DNV, CNRT and ANSV with signatures from President Javier Milei and Economy Minister Luis Caputo.
  • Federico Suleta returned to the Junta de Seguridad en el Transporte, Marcelo Campoy to Vialidad Nacional, and Carlos Frugoni was named to lead the CNRT; Nicolás Abelardo Dapena Fernández was appointed to head the ANSV.
  • Nicolás Dapena resigned hours after his designation via a LinkedIn post citing incompatibility with external consultancy work, leaving the road-safety post vacant and raising questions over vetting.
  • Decree 642/2025 also installed Miguel Ángel Romero as president of INTI and named Carlos María Gallo to lead INPI, with Romero replacing Daniel Afione.
  • Restitution of the transport regulators shelved the proposed Agency of Controles y Servicios Públicos del Transporte, after earlier closure plans were first halted by the courts and then rejected by Congress.
