Argentina Phases In Fuel-Tax Hikes, Cuts Gas Entry Price, Lifts Surcharge for Cold-Zone Fund

The phased tax update restores deferred inflation indexing on fuels to rebuild revenue.

  • Decree 617/2025 applies partial increases to the liquid fuel and CO2 taxes from 1–30 September ($10.523/liter for nafta; $8.577 for gasoil plus $4.644 differential; CO2 at $0.645 for naftas and $0.978 for gasoil).
  • The full accumulated update of deferred fuel taxes takes effect from 1 October 2025, completing the recovery of adjustments postponed in 2024 and early 2025.
  • Resolution 357/2025 lowers the wholesale gas entry price (PIST) by 5.49% for consumption from 1 September, with the impact reaching users via ENARGAS tariff tables and distributor billing.
  • Resolution 1253/2025 lifts the Zona Fría surcharge on gas from 6.6% to 6.8% at the PIST, applies to all users including autoconsumption, and takes effect once ENARGAS publishes billing procedures.
  • Distributors must pass the gas surcharge at its exact incidence without gains or losses, while petrol retailers’ pricing decisions—including YPF’s dynamic micropricing—will shape how tax changes appear at the pump.
