Argentina Overhauls Intelligence by Decree, Puts SIDE in Charge

Lawmakers now prepare to review the decree’s legality.

Overview

  • The DNU revises Law 25.520 and takes immediate effect, placing the National Intelligence System under the State Intelligence Secretariat with control over budgets and authority to request information from national and subnational bodies.
  • The National Security Agency is reoriented as the National Counterintelligence Agency focused on preventing espionage, sabotage, external interference and influence operations.
  • Cyber responsibilities split as a new National Cybersecurity Center in the Cabinet Office handles defensive protection, while the former cybersecurity agency becomes a Cyberintelligence Agency under SIDE for operations in cyberspace.
  • The government dissolves the National Directorate of Strategic Military Intelligence, concentrating strategic military intelligence in the Joint Chiefs of Staff to eliminate overlap.
  • Two new coordination forums—the National Intelligence Community and the National Information Community—formalize broader data-sharing, and the decree authorizes intelligence personnel to secure facilities, repel aggression and detain in flagrante with immediate notice to competent security forces.
