  • Resolution 1387/2025, published in the Boletín Oficial, formally creates AlertAR and sets technical and governance rules.
  • The Ministry of Security is designated as the principal beneficiary and administrative user responsible for issuing and monitoring alerts.
  • Alerts will use Cell Broadcast to reach all mobile phones in defined areas without apps or internet, including devices with foreign SIMs present locally.
  • Deployment requires three agreements: with relevant public bodies, with mobile operators, and with the Ministry of Security to coordinate roles and network adaptations.
  • Funding covers acquisition, installation, operation, maintenance, training and support for an initial 36 months after award.
