Argentina Issues DNU Overhauling Intelligence, Elevating SIDE With Expanded Powers

The measure takes effect immediately pending review by the congressional bicameral commission.

Overview

  • Decree 941/2025, published in the Official Gazette, modifies Law 25.520 and installs the SIDE as the superior authority with control over strategy, budgets and information requests across the system.
  • All intelligence activities are designated covert as a general principle to reduce national strategic risk.
  • Intelligence personnel are authorized to apprehend individuals during operations, by judicial order or in cases of flagrancy, with immediate notification to competent security forces.
  • The reform restructures agencies by converting the National Security Agency into the National Counterintelligence Agency, reconverting the Federal Cybersecurity Agency into a Federal Cyberintelligence Agency under SIDE, and creating a National Cybersecurity Center under the Cabinet Chief.
