Overview
- The Executive published Decree 610/2026 on Monday, July 20, 2026, formally regulating the new 'suplemento por título' for active members of the Armed Forces.
- The Ministry of Defense assigned the Chiefs of the General Staff of each Force to identify which academic titles are of institutional interest and therefore eligible for the supplement.
- The decree changes how certain monthly supplements are calculated by directing that amounts be applied to the sum of salary, the time-in-service supplement, the maximum-rank supplement, and the title supplement.
- Titles will be recognized from the first day of the month after a service receives the required documentation and personnel with multiple higher-education degrees will receive only the supplement for their highest degree, leaving practical rollout timing to each Force's internal procedures.
- The regulation follows Decreto 473/2026 and removes a prior rule that limited the university-title supplement to superior professional corps, but media reporting notes that the benefit's immediate reach and the size of increases for many ranks may be limited in practice.
