Argentina Grants LATAM Cabotage Rights Up to Ninth Freedom

LATAM calls the approval an enabling framework with no immediate plan to launch domestic routes.

Overview

  • The Subsecretaría de Transporte Aéreo published Disposición 46/2025 granting LATAM traffic rights through the ninth freedom, allowing domestic operations under ArgentinaChile bilateral accords.
  • Disposición 47/2025 authorizes combined passenger-and-cargo service on the SantiagoBuenos AiresRio de Janeiro corridor in line with existing agreements.
  • The government presented the move as part of its Cielos Abiertos policy to expand connectivity, increase frequencies and destinations, and promote more competitive fares.
  • The official text notes LATAM met legal and administrative requirements and that ANAC was formally notified of the authorization.
  • LATAM ended Argentine cabotage in 2020, so any market re-entry would come against Aerolíneas Argentinas, JetSMART and Flybondi only if the company later chooses to exercise the new rights.
