Argentina Finalizes Rules for Zero Export Duties to Unlock $7 Billion in Grain Sales

New rules require three-day FX liquidation pledges to speed dollar inflows.

Overview

  • Decree 682/2025 set export duties at 0% for major grains and some meats until October 31 or until $7 billion in DJVE registrations is reached.
  • Resolution 184/2025 extended the validity of preexisting DJVE by 360 days and granted exporters 90 days to reschedule embarkation dates.
  • Regulatory guidance (RG 5761/2025) requires exporters to declare in the SIM that they will liquidate at least 90% of proceeds within three business days and report via SITA, with loss of the benefit if they fail to comply.
  • Officials said available stocks can meet the $7 billion target, and trading picked up with higher soybean prices and brisk agro-input purchases, though short-term payment flows paused as firms recalibrated pricing and logistics.
  • Industry groups welcomed the tax relief but criticized its temporariness, and analysts warned that higher local grain prices could raise feed costs and strain feedlot margins.
