Argentina Enacts Mandatory Protocol for Early Trafficking Detection at Borders

It aligns Argentina’s border-detection efforts with UN standards without requiring additional funding.

Overview

  • Resolución Conjunta 3/2025 replaces the 2012 framework and took effect on August 14, 2025, after publication in the Boletín Oficial.
  • The protocol applies to all 237 authorized crossings, including 95 land, 103 maritime or fluvial and 39 air posts.
  • Federal security forces acting as auxiliary migration police and migration agents must follow standardized tools, indicators and interview guides to identify victims and traffickers.
  • The protocol was developed under the EUROFRONT program with the IOM to formalize common detection criteria across Gendarmería Nacional, Prefectura Naval, Policía de Seguridad Aeroportuaria and Policía Federal Argentina.
  • Oversight and periodic updates are assigned to the national trafficking investigations directorate and the migration authority and will be implemented using existing personnel and resources.
