Overview
- DNU 941/2025 was published in the Boletín Oficial, immediately reforming Law 25.520 and putting the changes into effect.
- SIDE now leads national intelligence planning and coordination, controls budgets including reserved funds, and can request information from national agencies, provinces and Buenos Aires City.
- The reform renames agencies and restructures roles, creating the Agencia Nacional de Contrainteligencia and the Agencia Federal de Ciberinteligencia, while establishing a National Cybersecurity Center under the Cabinet Chief.
- The decree dissolves the military strategic intelligence directorate and transfers those functions to the Joint Chiefs of Staff, and it declares all intelligence activities undercover by default.
- Intelligence personnel are authorized to protect installations and to apprehend people in flagrancy or on judicial request with immediate notice to police, and two new coordination forums are created to integrate intelligence and information sources.
