Argentina Enacts Decree Restructuring INTI and INTA, Dissolving Three Agencies

The decree puts key research bodies under Economy Ministry secretariats, reallocating dissolved agencies’ duties to central units

Overview

  • The presidential decree 462/2025 officially transforms the Instituto Nacional de Tecnología Industrial into a unitary entity under the Secretaría de Industria y Comercio and converts the Instituto Nacional de Tecnología Agropecuaria into a desconcentrado agency reporting to the Secretaría de Agricultura, Ganadería y Pesca.
  • The government dissolved the Instituto Nacional de Agricultura Familiar, Campesina e Indígena, the Instituto Nacional de Semillas and the Agencia Regulatoria de la Industria del Cáñamo y el Cannabis Medicinal, assigning their functions to Economy Ministry secretariats.
  • The overhaul aims to centralize over 500,000 million pesos of research and regulatory funding to reduce agency “sobredimensionamiento,” optimize resources and bolster fiscal balance under Milei’s Ley Bases mandate.
  • Workers from INTI and INTA have held assemblies and blocked lanes on Avenida General Paz to protest potential job cuts, loss of autonomy and perceived ‘desguace’ of their organizations.
  • The Mesa de Enlace issued a joint statement cautioning that concentration of control could weaken federal representation and disrupt the public-private governance model in agricultural policy making.
