Argentina Enacts Decree 943/2025 to Launch Targeted Energy Subsidies

  • The new SEF replaces the prior three income levels with just subsidized households and those paying the full cost of energy.
  • Eligibility is set at net family income at or below three Canastas Básicas Totales, reported as roughly ARS 3,771,987 per month based on November 2025 INDEC data.
  • A new ReSEF registry is created under the Energy Secretariat using the existing RASE database, with automatic migration and update options for users, addressing about 50,000 households outside the prior system.
  • Subsidies apply to base electricity blocks of 300 kWh in January–February, May–August and December and 150 kWh in March–April and September–November, with existing gas volumes maintained and extended to propane networks and possible provincial differentials.
  • Discounts include 50% off base electricity use and a transitional bonus of up to 25% that declines monthly through 2026, and the Energy Secretariat is authorized to adjust subsidized volumes and bonifications.
