Overview
- President Javier Milei, Chief of Cabinet Guillermo Francos and Security Minister Patricia Bullrich signed four emergency decrees on July 8, 2025 under the Ley de Bases that update the organic laws of Gendarmería Nacional, Prefectura Naval Argentina, Policía de Seguridad Aeroportuaria and Servicio Penitenciario Federal and set 90-day deadlines for adaptation.
- The Servicio Penitenciario Federal is elevated to a federal security force under the Security Ministry with new missions to execute federal criminal sanctions, combat organized crime, oversee high-risk inmates and support crime prevention, recidivism reduction and social reintegration.
- The new Gendarmería Nacional statute replaces its 1971 framework, reorganizes ranks and promotion criteria and authorizes operations in cyberspace with access to public and private data for intelligence gathering and counterterrorism.
- Prefectura Naval Argentina formally integrates the Coast Guard System as a normative surveillance and intelligence tool, adds an auxiliary fishing police function and removes obsolete duties such as postal privileges and contravention adjudication.
- A National Airport Security Committee will bring together the PSA with Migraciones, Customs, ANAC, EANA, ORSNA and other agencies for coordinated airport security while the PSA gains authority to prevent crime in public digital spaces and contribute to criminal intelligence without judicial warrants.
