Argentina Dissolves Military Health Insurer IOSFA
The decree launches a formal liquidation under a Defense Ministry appointee, with state funds planned to clear about 210,000 million pesos in provider debt.
Overview
- Decree 1286/2026 was published in the Boletín Oficial on Wednesday, formally starting the dissolution and liquidation of the Instituto de Obra Social de las Fuerzas Armadas and requiring the Ministry of Defense to name an administrator to run the process.
- The Obra Social de las Fuerzas Armadas board must identify which IOSFA staff are needed and transfer them to the new OSFA while the appointed liquidator will assess and decide measures for workers who are not transferred; an interim IOSFA administrator, retired Col. Ariel Guzmán, had resigned in September while working on liquidation.
- Personnel from Gendarmería Nacional and Prefectura Naval who were serving on commission at IOSFA must be reincorporated into their original forces, and permanent staff left in availability will remain under the Defense Ministry until reallocation or separation.
- The government has said it will use Treasury funds to resolve roughly 210,000 million pesos of IOSFA debt through agreements with about 2,000 providers in order to unblock payments that had nearly paralyzed medical care for affiliates.
- The reorganization could leave a large number of workers outside the new OSFA and concentrate services in fewer sites, risking local access for beneficiaries and prompting unions to warn of possible job losses and reduced regional care as the liquidation proceeds.
