Overview
- Decreto 584/2025, published August 18 and signed by President Javier Milei and Economy Minister Luis Caputo, dissolves the Comisión Nacional de Regulación del Transporte and creates the new Agencia de Control de Concesiones y Servicios Públicos de Transporte under the Ministry of Economy.
- The agency is structured as a decentralized body within the Secretaría de Transporte with powers to represent itself legally, manage economic and human resources, approve internal regulations and publish an annual report.
- Its Executive Director must serve full time under public-official incompatibility rules and is prohibited from holding any transport-sector interests or professional ties during tenure and for two years after leaving office.
- Agency personnel will be governed by Argentina’s Ley de Contrato de Trabajo N° 20.744 and the Convenio Colectivo de Trabajo General para la Administración Pública Nacional.
- A prior judicial injunction against an earlier transport-restructuring decree and ongoing union objections leave significant parts of the reorganization subject to further court and political outcomes.
