Argentina Creates National Intelligence Corps and Overhauls SIDE Career Rules

Officials say the reform will professionalize, depoliticize and modernize intelligence through merit-based recruitment, ENI-run training plus stricter promotion rules beginning January 1, 2027.

Overview

  • The Secretaría de Inteligencia de Estado (SIDE) presented a new Estatuto and announced the Cuerpo de Inteligencia de la Nación on Monday, September 14, 2026, as the core of the reform.
  • The overhaul will take effect on January 1, 2027, by presidential decree and includes a transition regime that recognizes existing staff so current employees will not have to reapply.
  • Entry to the formal Carrera de Inteligencia will be open and competitive with an annual ENI Curso Básico de Ingreso, a conditional one-year probationary period and confirmation tied to performance.
  • Promotions and career progression will shift from seniority to merit, requiring minimum service periods, psychophysical fitness, mandatory training, and annual performance evaluations.
  • The SIDE says the changes aim to rebuild long-term strategic intelligence capacity to protect sovereignty and national interests and may lead the ENI to partner with universities and foreign institutions to expand specialist training.
