- The Executive formalized the change in Decree 473/2026, published Wednesday in the Boletín Oficial, and the new supplement takes effect on July 1, 2026.
- The supplement is tiered by qualification: 25% for postgraduate titles, 15% for university degrees of at least four years, and 10% for technicaturas of at least two years.
- The benefit applies to active personnel and to retirees and pensioners whose title predates retirement, and it replaces the old tertiary-specific supplement with a single uniform regime.
- Foreign postgraduate degrees will be recognized only if the relevant Force authorizes them and they carry an apostille, and the supplement is payable only when the title is relevant to the bearer’s duties.
- The Ministry of Defense will fund the cost from its current budget and the decree includes a safeguard requiring payment of any shortfall if the new regime would temporarily reduce a beneficiary’s gross pay; Force-level validation and administrative rollout remain as next implementation steps.
