Argentina Awards First Mercosur Corridor Concessions as Santa Fe Starts Third Reconquista–Avellaneda Link

Toll collection will follow baseline upgrades under contracts backed by a BICE financing facility.

Overview

  • Transport Secretariat Resolution 80/2025, published November 19, adjudicates the Oriental segment to Autovía Construcciones y Servicios and the Connection segment to a consortium of Obring, Rovial, Edeca, Pitón and Pietroboni.
  • The Oriental segment covers RNs 12, 14, 135, A015 and 117 across Buenos Aires, Entre Ríos and Corrientes, while the Connection segment includes RN 174 and the Rosario–Victoria bridge with a 30‑year concession term.
  • The winning offers set reference tolls of $3,563.45 for the Oriental segment and $3,385.80 for the Connection segment, with charging at those levels allowed only after required works achieve optimal transit conditions.
  • Officials indicated private operators are expected to take possession by mid‑December and may begin with lower initial tolls of about $2,000, with up to $56,000 million in BICE financing available for early investments.
  • Separately, Santa Fe signed the start act for the Third Reconquista–Avellaneda connection (Contract No. 21,213) with Rovial S.A., a $15.90 billion, 2,600‑meter project including a 210‑meter bridge and a 24‑month execution window.
