Overview

• Decree 629/2025, published in the Boletín Oficial, enables kiosks and street stands to operate as postal service points from September 5.
• Participation requires registration as a postal operator with ENACOM or a formal agreement with an authorized operator, which assumes legal responsibility for service delivery.
• Authorized services include receiving and delivering correspondence, parcels and stationery, storing and handing over e‑commerce purchases, and delivering credit and debit cards, IDs and passports.
• The measure dissolves the National Registry of Newspaper and Magazine Vendors and repeals Decree 1025/00 that governed street distribution since 2000.
• The decree, signed by President Javier Milei and Minister Sandra Pettovello, builds on the 2024 postal deregulation (Decree 1005/24) cited as the legal framework for the expansion.
