Overview

• Decree 687/2025, published in the Official Gazette, authorizes the loan and is signed by President Javier Milei, Chief of Cabinet Guillermo Francos and Economy Minister Luis Caputo.
• The Ministry of Capital Humano will execute the program through the Secretariat for Children, Adolescence and Family and the Secretariat of Legal and Administrative Coordination.
• The funds are allocated across four components: support for the benefit, external audit, contingencies and the BCIE commission.
• The loan follows BCIE model contract No. 2355 and carries a term of up to 20 years with up to 5 years of grace from the first disbursement.
• The Economy Minister is empowered to make limited contractual adjustments that do not raise the amount, change the purpose of funds or alter the agreed arbitration process.
