Argentina Activates Plan Paraná to Tighten Security on the Paraná–Paraguay Waterway

The measure centralizes control through a unified command that uses phased deployments alongside advanced monitoring technology.

Overview

  • Resolution 1307/2025 published Monday brings Plan Paraná into force to counter drug trafficking, human trafficking, smuggling and money laundering along the waterway.
  • A Unified Command combines Prefectura Naval, Gendarmería, Federal Police and Airport Security Police under the National Security Secretariat, with operational coordination to be designated by the head of Prefectura.
  • Operations will progress across six territorial polygons from Puerto Bermejo to Paraná Guazú, and the implementing authority may add sectors as crime trends evolve.
  • The plan mandates radars, drones, thermal cameras, container scanners and real-time monitoring systems to reinforce port inspections and river patrols.
  • Coordination extends to provincial forces and agencies such as Customs, AFIP and Migration, with international collaboration referenced by the government including UNODC, DEA, EUDA and the OAS’s CICAD.
