Overview
- ARCA published two resolutions at the end of July, Resolución General 5883/2026 that eliminates the US$3,000 FOB limit for exports via couriers and Resolución General 5884/2026 that fixes a US$3,000 cap for the simplified import (door‑to‑door) regime.
- The new import rules allow packages up to US$3,000 FOB, up to 50 kg, and no more than three units of the same item per shipment, with each person allowed to use the simplified regime up to five times per year.
- Operators must submit a digital advance declaration with UPU/OMA data and the recipient’s CUIL/CUIT/CDI, the recipient has 24 hours to validate or correct the declaration, and parcels that exceed limits move to the general import regime with full duty treatment.
- Prestadores de Servicios Postales (PSP) face new operational duties including a specific AFIP code, registration and recordkeeping obligations, and five‑year retention of digitized delivery proofs, while health and safety controls by ANMAT and SENASA remain in place.
- Officials say the changes aim to ease exports for small sellers and speed deliveries for consumers, implementation will roll out via ARCA’s microsite “Envíos internacionales,” and tax rules and export rebate eligibility are not altered by these procedural changes.
