ARCA Closes Zero-Duty Grain Window After $7 Billion Registered in 48 Hours

New filings return to the prior export-duty scheme under a rule that requires beneficiaries to liquidate 90% of proceeds within three business days.

Overview

  • ARCA said the $7 billion quota set by Decree 682/2025 was fully registered and disabled DJVE submissions covered by the benefit.
  • From the cutoff onward, only export declarations under the pre-decree duty schedule are being accepted.
  • The decree temporarily set export duties for listed grains and by-products at 0% until October 31 or until DJVEs totaled $7 billion, whichever occurred first.
  • Exporters that used the benefit must settle at least 90% of foreign-currency proceeds within three business days or revert to paying the prior duties.
  • Sector data indicated about $4.1 billion in DJVEs in the first two days, and reports said the window lasted roughly three business days as the government sought faster dollar inflows to bolster reserves.
