Overview
- ARCA’s General Resolution 5848/2026, published Monday, puts the Article 80 work certificate on a digital track through the Simplificación Registral system using form F.984.
- Employers can issue the document electronically with identity validated by Clave Fiscal level 2 or higher without a digital signature, or print it in duplicate for physical delivery with both signatures.
- Workers can download the certificate in the Trabajo en Blanco portal, which also offers a Digital Labor Income Certificate with a QR code for instant verification.
- The certificate pulls data from ARCA records on hires, terminations, payrolls, and social security filings, and periods before July 1994 require employer-provided entries from historical payroll books.
- The measure aims to cut delays and disputes, though experts warn accuracy depends on what employers declared and workers can flag errors through the Trabajo en Blanco observations channel.
