Aragón Orders Strict Limits on Classroom Screens, Reintroducing Paper as the Default

The measure takes legal effect with inspection oversight, leaving schools unsure of the start year.

Overview

  • The order, published in the Boletín Oficial de Aragón, caps individual device use by stage and repositions digital tools as supplementary to printed materials.
  • In Infantil the second cycle is limited to shared use for up to 1 hour weekly; in Primary the caps are 2 hours for 1º–4º and 4 hours for 5º–6º; in ESO the limits are 5 hours weekly for 1º–2º and 10 hours for 3º–4º.
  • Teachers may continue to use digital whiteboards and other non‑individual tools for pedagogy, and homework is recommended on paper.
  • A transition is set for existing digital licenses, which may be used until expiry with a maximum through the 2027/2028 school year in Primary and ESO, and certain ongoing programs have until 31 August 2027 to adapt without adding new students next year.
  • Authorities say educational inspection will enforce the rule, the government is in caretaker status, and outlets diverge on timing, with reports pointing to either 2026–2027 or 2027–2028 for full implementation.
