Apple Overhauls EU App Store With Tiered Fees and Broader External Links

The European Commission will assess whether the revamped policies meet Digital Markets Act requirements.

Overview

  • A new two-tier Store Services fee lets developers choose a 5% rate for basic services or a 13% rate (10% for Small Business Program members) for full App Store features
  • A 2% initial acquisition fee applies to digital goods and services sold to new users within six months of download, with waivers for small developers and existing customers
  • Developers can now embed multiple external payment links with tracking parameters and streamlined first-tap disclosures across apps, websites and alternative marketplaces
  • By January 1, 2026, Apple will replace its €0.50 Core Technology Fee per install with a 5% Core Technology Commission on sales made outside the App Store under a unified EU model
  • Apple plans to appeal the €500 million fine and faces potential daily penalties as the European Commission reviews its updated terms for DMA compliance
