Apple Overhauls EU App Store Rules to Meet DMA Deadline

The European Commission is assessing Apple’s multi-tier fee structure alongside its expanded promotional links after a DMA breach ruling.

Overview

  • Apple has lifted restrictions on external links in EU apps, allowing developers to include multiple URLs with tracking parameters, redirects and custom interfaces.
  • New business terms introduce a 2% initial acquisition fee, a tiered store services fee of 5% or 13% (with reduced rates for small developers) and a 5% Core Technology Commission replacing the per-install charge.
  • Apps promoting off-App Store payment options must opt into these terms, and Apple will shift all EU developers to a unified Core Technology Commission model by January 1, 2026.
  • The European Commission will now review whether Apple’s revised guidelines comply with the bloc’s Digital Markets Act requirements.
  • Apple has paid the €500 million fine issued in April and has formally notified regulators of its plan to appeal by the July 7 deadline.
