APP Says César Acuña Will Resign to Run for President After New Neutrality Ruling

A Huancayo electoral panel found he breached neutrality rules over a Sept. 20 APP rally and moved the case to oversight authorities.

Overview

  • APP spokesperson Eduardo Salhuana said Acuña will be the party’s presidential candidate and will leave the La Libertad governorship before the legal deadline.
  • The JEE of Huancayo determined Acuña engaged in prohibited propaganda at a Sept. 20 event in Huamánmarca and ordered him not to repeat the conduct under risk of public admonition and fines to APP.
  • The Huancayo resolution referred the case to the Comptroller General and the La Libertad regional government for actions within their powers.
  • A prior JEE decision in Chiclayo found neutrality violations tied to July activities in Piura and sent those files to the Public Ministry, the Comptroller, and the La Libertad Regional Council.
  • Contraloría reports cite serious irregularities in high-value contracts, including the TrujilloHuanchaco road and Virú hospital for more than S/315 million, while separate reporting notes low execution of the region’s security budget despite rising violence.
