APD Releases Video, Names Officer Who Fired at Car Tied to Alleged Drive-By

Police named Officer James McKinney, noting his lights and siren were not activated when he fired.

  • APD published body-camera, dash-camera and radio audio from the Oct. 12 incident and opened parallel criminal and administrative reviews.
  • Chief Lisa Davis said the officer saw gunfire from a vehicle near Northgate Boulevard and Rundberg Lane at about 12:38 a.m. and followed it to Parkfield Drive.
  • As the vehicle turned onto Quail Park Drive, McKinney exited, issued commands and fired two shots while his patrol lights and siren were off.
  • Officers later found the car on Quailfield Circle with a 16-year-old male in the front passenger seat suffering a neck gunshot wound; he was hospitalized and charges are pending.
  • APD said four suspects fled on foot, three were later located — including two adults and a 14-year-old — with charges ranging from evading in a motor vehicle to evading on foot, and ballistic evidence was recovered at the original scene.
