Aparajita Sarangi to Lead Joint Panel on Bills to Remove PMs and CMs Detained 30 Days

A 31-member committee dominated by NDA parties will review the proposals after major opposition groups declined to participate.

Overview

  • The Lok Sabha constituted a 31-member Joint Committee of Parliament chaired by BJP MP Aparajita Sarangi to examine three measures, including the Constitution (130th Amendment) Bill, 2025.
  • The panel’s makeup is heavily weighted toward the ruling bloc with 26 of 31 from the BJP or NDA allies, comprising 15 BJP MPs, 11 allies, four opposition members and one nominated member, Rajya Sabha’s Sudha Murty.
  • Congress, the Trinamool Congress and the DMK declined to join the committee, with the BJD and BRS also not participating, leaving limited opposition representation.
  • The bills would require the removal of the Prime Minister, Chief Ministers and Union/State ministers if they remain in custody for 30 consecutive days on offences carrying potential sentences of five years or more, a shift from current law that generally disqualifies only upon conviction; the government says this ensures governments are not run from jail.
  • Members include BJP leaders Ravi Shankar Prasad and Anurag Singh Thakur, with opposition representation from Supriya Sule, Asaduddin Owaisi and Harsimrat Kaur Badal, and the committee is to submit recommendations to Parliament as the winter session runs December 1–19.
