Kerber, 37 and pregnant with her second child, will share responsibilities with Aljoscha Thron, the tournament's director, in a co-leadership role.
She described the tournament as a personal passion project and emphasized her understanding of players' needs in her new role.
The Bad Homburg Open has been elevated from a WTA 250 to a WTA 500 event, making it a key Wimbledon warm-up tournament scheduled for June 21-28.
Notable players including Iga Swiatek and Belinda Bencic have confirmed their participation, while rising German talent Eva Lys has been granted a wildcard entry.
