Aneel Clears ONS Emergency Plan to Temporarily Cut ‘Tipo 3’ Generation

The mechanism serves as a last-resort stability tool for periods of low net load driven by high distributed solar.

Overview

  • ONS will give distributors 2 to 7 days’ advance notice of potential curtailments, which distributors must relay to connected plants.
  • The first phase covers 12 distributors representing roughly 80% of Tipo 3 capacity, including CPFL Paulista, Cemig D, Copel D, Energisa MT and Coelba.
  • Distributors have 20 days to submit operating instructions compatible with the plan and an updated inventory of their curtailment capability.
  • After each activation, ONS will send a technical report to Aneel, and the SFT will oversee implementation to ensure transparency and coordination.
  • ONS cited near-limit operations on 4 May and 10 August 2025 due to high MMGD output, underscoring risks from units connected to distribution networks that are not centrally dispatched.
