Aneel Approves Automatic Compensation for Prolonged Power Outages After 24–48 Hours

The regulator aims to harden the grid against extreme weather by pushing distributors to respond faster.

Overview

  • The new DISE indicator will track outage duration per consumer during emergencies to trigger bill credits once limits are exceeded.
  • Distributors must provide cause, affected area and restoration estimate within one hour, update every 30 minutes, publish neighborhood-level maps and prioritize SMS and messaging apps, with fines for noncompliance.
  • Consumers gain the right to compensation two months after the rule’s official publication, while distributors have up to six months to implement payment operations.
  • Utilities must coordinate annual vegetation management plans with municipalities, respect environmental rules, publish revised plans within 90 days and record municipal interactions within 180 days.
  • Compensation will be applied as bill credits, equipment damage will be reimbursed when a causal link is proven, and updated contingency plans are required for emergency response.
