Overview

  • Mayor Andy Burnham framed the 2025–35 strategy as a bid for the region’s “best decade since the Victorian era” by combining regeneration, transport overhaul and social housing initiatives.
  • Five mayoral development corporations were confirmed for Bolton, Leigh, Oldham, Ashton & Stalybridge and Middleton to speed up local projects.
  • Actor Steve Coogan will co-chair the Middleton MDC while Lord Sebastian Coe takes the helm of the Old Trafford MDC to guide town centre and sporting district redevelopments.
  • Transport commitments include constructing a tram stop at Victoria North by 2028, beginning Metrolink expansion to Stockport by 2030 and fully electrifying the Bee Network by 2030, alongside long-term proposals for an underground station at Manchester Piccadilly.
  • Housing targets aim to reverse right-to-buy losses within two years by building more social homes than are sold while the Greater Manchester Baccalaureate will guarantee work placements for young people.
