Overview
- The policy takes effect on September 1, 2025, with bar hours set from 10 a.m. to 12 midnight.
- The state has capped licences at 840 and reserved an additional 10% for the Geetha Kulalu community with a 50% fee concession.
- All licences will be allotted through a public draw, which requires at least four valid applications per location to qualify.
- Each licence runs for three years (Sept. 1, 2025–Aug. 31, 2028) with fees of ₹35 lakh, ₹55 lakh or ₹75 lakh by population slab, a 10% yearly hike, payment in six instalments with one backed by a bank guarantee, and an upfront ₹5 lakh fee plus ₹10,000 processing.
- Bars are allowed in urban local bodies, notified tourism centres and airports, with curbs in Tirupati that exclude routes to Alipiri and Tirumala and other sensitive roads near the station, bus stand, hospitals and temple approaches.
