Andhra Pradesh Adopts PPP for 10 Medical Colleges, Adding Seats and Cutting Costs

The move responds to years of stalled spending that left 11 sanctioned campuses idle.

  • Ten previously sanctioned medical colleges will be developed and operated under a public–private partnership to speed commissioning and raise quality.
  • The PPP seat-sharing plan assigns 75 Convenor Quota seats per 150-seat college and adds 11 extra state‑quota seats, creating 110 additional UG seats each year for Andhra Pradesh students.
  • Government projections estimate ₹3,700 crore in development savings and about ₹500 crore in annual operating savings under the new model.
  • Access guarantees include free OPD services and diagnostics, with 70% inpatient beds covered at PMJAY, NTR Vaidya Seva Trust and CGHS rates, and paid care on the remaining 30% of IPD beds.
  • Planned upgrades feature AI‑driven diagnostics, telemedicine and digital health records, along with collaborations aimed at elevating academic and clinical standards.
