Andalucía and Valencia Cut Surgical Backlogs Through Targeted Health Plans

Regional authorities rolled out capacity expansions by prioritizing urgent cases to drive average wait times below three months.

Overview

  • Andalucía’s Plan de Garantía Sanitaria has slashed out-of-time surgical waits by 57% and reduced the total wait-list by 14.3% to 122,188 patients as of June 2025.
  • The average surgical delay in Andalucía fell from 150 days in December 2023 to 108 days by mid-2025, supported by a 3% rise in operations to 223,074 in the first half of this year.
  • Since January, Andalucía’s Plan de Consultas Externas has trimmed the specialist outpatient waiting list by 13,959 patients, cut overdue cases by 8.2%, and shortened the average wait for a first consultation by 23 days to 127 days.
  • In the Valencian Community, the public surgical wait list dropped 7% in the first half of 2025 to 68,638 patients, with the average delay falling from 93 to 80 days.
  • Valencia’s priority-based strategy has halved priority-1 surgical waits to 1,007 cases and reduced priority-2 lists by 6,025 patients since 2023.
