Overview
- The 61-page report released December 4 details cruel, inhuman treatment at the state-run Everglades facility and ICE’s Krome that in some cases meets the definition of torture.
- At Alligator Alcatraz, detainees described a 2×2 foot outdoor “box” used for punishment, constant illumination, overflowing toilets, limited showers, poor food and water, routine shackling, and denied or delayed medical care.
- Amnesty says the Everglades site lacks basic registration and tracking systems, enabling incommunicado detention that it labels enforced disappearances.
- At Krome, researchers reported overcrowding, prolonged solitary confinement, medical neglect despite on-site clinics, and guard violence; since October 2024, at least 24 people have died in ICE custody, including six in Florida and four at Krome.
- Florida’s detention buildout includes 34 no-bid contracts exceeding $360 million and a $608 million FEMA reimbursement, the Everglades site remains open after an appellate stay on a closure order, and the governor’s office calls the allegations fabricated and politically motivated.
