Overview
- From 1 October, more areas around the center now require payment or a resident permit, marking the first step in a rollout scheduled to continue through October 2027 with several outer districts exempt until at least 2035.
- The city adjusted rules on 25 September, allowing Zone A permits to be used in B1, keeping inner-city low-traffic exemptions, enabling car sharing for residents, and adding provisions for electric charging and passenger-disabled permits.
- Transition measures are active, including a three-year option for a second resident permit for Zones A and B1 and a GROP pathway open until 1 January 2026 for addresses previously ineligible under set conditions.
- Early hours of the rollout brought confusion as some payment apps still showed free parking, while signage and meters on routes like the Leusderweg indicated payment, and parked cars visibly thinned on parts of the street.
- Local businesses on the Leusderweg report concern over customer stays and costs, citing a tiered tariff reported as €0.30 per hour for the first two hours rising to €9 per hour afterward, with nearby side streets expected to see more spillover.
