• East Hartford police issued the alert Saturday for Amelia Santiago, 11, who was last seen in Manchester with her father, Ricardo Santiago.
• Officer Marc Caruso said Ricardo Santiago had an active federal warrant and was believed to be fleeing with Amelia.
